Dr. rer. pol.
Dipl.-Ing. (Univ.) LRT/IPT

born in Mettmann in 1964, studied Air- and Space-Technologies with emphasis on design engineering at the University of the Federal Armed Forces Munich, Neubiberg. At this time, attending lectures about patent law, utility models and employed inventor's law, he became particularly interested in the protection of intellectual property. Thus, in 1993, he selected this as topic for his diploma thesis, and closely dealt with the question if the German Utility Model may serve as alternative protection in practice. Then followed further studies «Law for Patent Attorneys» at the Comprehensive Distance University of Hagen as well as basic studies of European Patent Law at the «C.E.I.P.I.» - Robert Schumann University (C.E.I.P.I.), Group Cologne.

Mr. Heilein has been practically working in the field of intellectual property since January 1996: first, as counselor for inventors at the Patent- and License department of the Federal Office of Defense, Technology and Procurement, Koblenz; then as trainee patent attorney at the IP law firm Bardehle in Düsseldorf. After periods at the OLG Düsseldorf (Higher Regional Court), the DPMA (German Patent and Trademark Office) and the BPatG (Federal Patent Court) Munich, he succesfully passed his examination in the field of intellectual property as German Patent Attorney in 2000. At the same time he worked at the dissertation to obtain the degree of Doctor of Economics (Dr. rer. pol.) supervised by Professor Dr. jur. Hanns Ullrich, M.C.J., Head of the Institute of Comparative Business Law at the University of Federal Armed Forces Munich, with the title: „The Significance of the Property Rights for Semiconductor Chips in Practice – prognosis and problems of a special law protection“. Since his admission as Patent Attorney in autumn 2000, Dr. Heilein has been advising and representing business companies of any size as well as "start-ups" and free inventors in all essential fields of intellectual property rights; since 2002 in Unterschleißheim near Munich.

PA Dr. Ernst-Peter Heilein is member of several professional associations and networks. His main areas of technical expertise comprise mechanical and electrical engineering as well as air- and space technologies. He is author of several IP-publications.
